MEETING SCHEDULES

Belgium Village Board meets on the second Monday of the month. Agenda deadline is the Wednesday prior to the second Monday at 12 noon.

Plan Commission /Architectural Control Board meets on the fourth Tuesday of the month (excluding December’s Meeting which is the third Tuesday). Agenda deadline is the third Monday at 12 noon and the second Monday in December only.

Any special Village Board or Plan Commission Meeting must be noticed 24 hours prior to the meeting. A payment is required for special meetings. Requests must be in writing. Both payment and written request must be presented at the time a meeting is requested.

Tree Board normally meets on the first Monday of the month (excluding December which is the second Tuesday).

All meetings take place at the Belgium Village Hall, 195 Commerce Street. Absolutely NO exceptions to the

agenda deadline times!!!

NEW VILLAGE MARSHAL

We welcome Jayme Arndt as our new Village Marshal effective October 1, 2004.

Jayme replaces Richard Karshna. You may reach Jayme at (262) 285-3889 or cell phone (262) 488-1454 for issues relating to Village Ordinance violations. For items other than Village Ordinance violations, please contact the Ozaukee County Sheriff’s Department (262) 284-7172 or 911 (Emergency).

EMERGENCY TELEPHONE NUMBER ERROR

The Village of Belgium does not have a Police Department as indicated in some telephone books. Do not call the non-emergency number of the Belgium Fire Department (262) 285-3257 for police matters.

ELECTION NOTES

The Presidential and General Election will take place on Tuesday, November 2, 2004 between 7 a.m.- 8 p.m. If you desire to vote and will not be in the Village during the polling hours, please contact Lila Mueller, CMC, Village Clerk-Treasurer, for an absentee ballot prior to

Friday, October 29th for mailing a ballot or 5 p.m on November 1st for voting in person at the Belgium Village Hall.

On-site registration will take place. Bring a photo I.D. and evidence of your residency (i.e. bill). A 10-day residency requirement exists.

REAL ESTATE AND PERSONAL PROPERTY TAX PAYMENT DEADLINE IS JANUARY 31, 2005. THE VILLAGE OF BELGIUM IS ALLOWED TO COLLECT THROUGH THAT DATE ONLY – NO EXCEPTIONS!

PLEASE PICK UP YOUR RECEIPT AT THE VILLAGE HALL IF YOU FAILED TO INCLUDE A STAMPED, SELF-ADDRESSED ENVELOPE.

UTILITY BILLS

Your third quarter utility bill is enclosed. If your sewer consumption is not the same as your water consumption, it is because this quarter’s bill is averaged for residential customers. This does not apply to any property with a deduct meter.

If you are unable to pay the full amount of your bill by the payment due date, you may divide your bill into thirds and pay one-third each month by arrangement with the Clerk-Treasurer’s Office. Please make these payments at the Village Hall. Note* Interest is applied to utility bills not paid by the 20th of the month following the date mailed. If you have any arrears on your utility bill, they must be paid by November 1st or it will be placed on the property owner’s tax bill for collection. If payment is not received by November 1st, a 10% per utility penalty will be applied. Landlords are notified when tenants are delinquent on their utility bills. PSC WATER RATE INCREASE TO BE FILED

A 3% increase in water rates is being filed with the PSC.

BUILDING INSPECTION

All Building Permit questions are to be directed to Frank D. Mayer, Building Inspector. He can be reached at (262) 692-9280 for inspection scheduling and questions

VILLAGE HALL OFFICE HOURS

The Belgium Village Hall is open Monday through Friday between the hours of 8 a.m. to 4:30 p.m. ONLY. Although we may be in after hours, we are trying to finish projects and would appreciate your cooperation by taking care of your business during regular business hours. Thank you.

TREE BRANCHES AND LEAF COLLECTION

Branches should be placed at the curb with butt end towards the street. Branches will be picked up Monday only. No branches will be picked up after November 15th.

Leaves are to be placed at the curb for Monday and Friday pickups starting Friday, October 19th through November 15th. Please do not put leaves in the curb until after the weekend. Do not put leaves on catch basin grates.

Do not put grass clippings with your leaves. We will not pick up grass and clippings mixed with leaves. Grass clippings are too wet to be sucked up.

WINTER PARKING/SNOW REMOVAL

Winter parking – no parking on Village Streets between November 15th to March 31st between the hours of 1:00 a.m. and 7:00 a.m. Violators will be ticketed.

Snow removal - it is against the law to blow snow into a public street.

Per Village Ordinance 6-2-5, snow and ice shall be removed from sidewalks within 24 hours from the time snow ceases to accumulate on the sidewalks. Sidewalks are to be kept clear of snow and ice to a minimum of 4 feet width.

The Village crew will not shovel out mailboxes unless we get a substantial amount of snow.

The Belgium Fire Department asks your cooperation with shoveling out hydrants adjacent to your property. Your assistance may help save your property in case of a fire.

INVITATION TO ALL SENIOR CITIZENS

All senior citizens are invited to come to the meal site located at the American Legion Hall, 655 Park Street, on Wednesdays at 11:00 a.m.. A donation is requested for the meal. Come and join the fun including a meal, cards and other activities. For additional information, call the Ozaukee Aging Service (284-8120).

ADOPT A FLOWER BED

Thank you to everyone who cared for the flower beds throughout the Village this summer. You did a great job in assisting to beautify the Village of Belgium!

NEW RESIDENT PACKETS

The Belgium Area Chamber of Commerce will deliver "Welcome to Belgium" packets to new residents. If you did not receive your packet, please contact Clem Gottsacker at 285-7690 or the Belgium Village Hall 285-7931.

ORDINANCE REMINDERS

A 11:00 p.m. curfew exists for minors under the age of 16 years. PARENTS WILL BE HELD RESPONSIBLE FOR VANDALISM THAT THEIR CHILDREN DO TO VILLAGE PROPERTY. Too many children and teenagers are on the street during inappropriate hours.

No hunting, discharging of firearms (including BB guns) and explosives are allowed within the Village of Belgium.

Weeds, as well as grasses over one foot high, must be cut. It is the property owner’s responsibility to cut weeds and tall grasses.

Unlicensed vehicles, appliances and junk are not allowed on Village properties and may not be placed at the curb for pick up.

 

Dogs are to be leashed. Owners are responsible to pick up dog feces on sidewalks, street right-of-ways, and Ozaukee Interurban Trail

RECYCLING NOTES

Yard waste (grass clippings, garden debris) – dispose of in proper container behind the Municipal Garage on Park Street. All yard waste must be dumped out of plastic bags and containers in the dumpster. Dispose of plastic bags in the garbage. Deposit all used drain oil in the receptacle. Do not place empty milk containers filled with oil around the container. You can also dispose of waste oil at the Ozaukee County Highway Department on Spring Street, Port Washington.

DO NOT drop off the following items at the Municipal

Garage:

  • Refrigerators, freezers, air conditioners, dehumidifers – any appliance with freon
  • Tires

  • Shingles

  • Tree trunks

  • Household hazardous waste, i.e. paint, gasoline

NO grass clippings are to be placed in or over catch basins or on the curb. The Village crew will not pick up grass clippings and/or yard waste.

REMEMBER to use clear bags for garbage and blue bags for recycling. Other colored bags may not be picked up by the garbage service. DO NOT USE BLACK BAGS PLEASE!

Household hazardous waste can be discarded at the Onyx-Superior Special Services site in Port Washington at 1275 Mineral Springs Drive. Superior Special Services will collect from 8 a.m.-5 p.m. on Mondays and from 8 – 12 noon on the first Saturday of the month in Port Washington for a fee. For more information on disposal rates, call (800) 482-9919 or 284-8655.

HELP NEEDED! Please deposit your garbage and recycling curbside and do not bring it to the dumpster at the Recycling Center on Park Street. Your tax dollars are used for extra dumpster pickups which average an additional $350.00 each time we dump. Currently this dumpster is being emptied several times a week! Let’s help keep taxes down – PUT YOUR GARBAGE AND RECYCLING CURBSIDE. REMINDER – RECYCLING IS A STATE MANDATE. DISPOSE OF LITER PROPERLY.

DOG LICENSES

Per Wisconsin law, all dogs within the Village of Belgium are required to be licensed. Licenses for the Year 2005 will be available in early December. A penalty exists for obtaining a license after April 1st.

TRICK OR TREAT/HALLOWEEN

A party sponsored by Belgium Community Club for Village children ages 12 and under will take place at the Community Park, between 3-4 p.m. on October 31st, A kids costume parade will take place with treats distributed. Trick or Treat will follow the party.

Trick or Treat will take place on Sunday, October 31, 2004, between the hours of 4 – 7 p.m. The Belgium Fire Department will patrol Village streets during Trick or Treat hours to assist with possible problems.

HARRINGTON BEACH EVENTS

Fall walks are breathtaking. Need a break? Plan a walk through the Village streets or Harrington Beach State Park.

HYDRANT FLUSHING

Hydrant flushing will take place between October 18-30. If your water turns brown from this process, please run your tap and the discoloration will disappear. The water is safe to use. We urge you to wash clothes at night during this period, if at all possible. Hydrant flushing will take place from the east side of the Village to the west side.

REMINDERS

  • Litter is becoming a problem in the Village. Please discard your litter in a waste receptacle.

  • Dogs and cats are running at large. Not every neighbor likes animals. Please keep your animals on your property.

  • Bicycles must be in the bike racks in Village Parks.

FROM BELGIUM TO BELGIUM

We have continued to have many visitors from both Belgium and Luxembourg, Europe, visiting us at the Belgium Village Hall.

A Luxembourg Heritage Center is being proposed by Michael Ansay for the Village of Belgium at the northeast edge of the Village. Please watch for details.

Smitty’s opened Tuesday, July 6th and is very appreciative of the support shown by the residents of the Village of Belgium. Smitty’s Belgium House is a locally owned and operated, full-service, family restaurant with a banquet room that will comfortably seat 100 people. Smitty’s is open Tuesday through Sunday. The bar opens at 4 p.m. with double-bubble cocktails served Tuesday through Thursday from 4-6 p.m. The kitchen opens at 5 p.m. and offers many specials, including:

  • Wednesday is all you can eat broasted chicken.

BELGIUM FIRE DEPARTMENT OPEN HOUSE

The Belgium Fire Department will host an Open House on Sunday, October 3rd for Fire Prevention Week which is honored October 3-9. The Open House will be held between 10 a.m.-12 Noon at Community Park. Fire trucks will be on display Various demonstrations and displays will take place. Child I.D. Kits are available See you there! Flight for Life helicopter will be on display to view from 10:30 to 11:30 a.m.

BASKETBALL HOOPS

Portable basketball hoops are not allowed into the street right away or over the parking lanes. Please position them in your driveway away from the street.

BELGIUM’S CHRISTMAS PARADE

The Belgium Community Club and the Belgium Area Chamber of Commerce are sponsoring the Village of Belgium’s third Annual Christmas Parade. It will start at 5 p.m. on Sunday, November 28th and is entitled "It’s an Old Fashioned Christmas". Following the parade there will be a bon fire, visit with Santa, and non-alcoholic refreshments available at Community Park. For further information, contact Patrick Wester at 285-7158. There will be no Christmas Decorating Contest this year.

Ozaukee County Express is the commuter link between Ozaukee and Milwaukee Counties. The bus has numerous runs throughout the day. For additional information or for a bus schedule, call: Ozaukee County Transit Services (262) 284-8108 or (262) 238-8108.

OZAUKEE COMMUNITY HEALTH CLINIC

St. Mary’s Hospital – Ozaukee, 13111 N. Port Washington Road, Mequon, WI, offers an "Adult Free Clinic" at the Seton Professional Building on Wednesday evenings starting at 5 p.m. This service is for the non-insured or underinsured person. To make an appointment, please call (262) 243-7381 between 8 a.m. and 4 p.m. Walk-in patients are welcome. Development of this Free Clinic was at a result of the Ozaukee Health Initiative.

FLU SHOTS

Flu, Pneumonia, and Tetanus shots will be given at the Senior Meal Sites for senior citizens and people of high risk the first two weeks of October provided the vaccine is received by the Ozaukee County Health Department. The schedule for northern Ozaukee County is as follows: Wednesday, October 13 – Belgium American Legion, 655 Park Street, between 9 – 11 a.m. and Tuesday, October 19th – Fredonia Fire Station, 201 S. Milwaukee Street, Fredonia, between 9 – 11 a.m. and Cost of the shots are $18.00 for flu, $20.00 for pneumonia and $5.00 for Tetanus. Additional dates and locations for flu and pneumonia shots will be available. For additional dates, times, and locations check with the Flu Clinic Hotline is (262) 268-7735.

JAY ROAD 4-H ANNUAL FRUIT SALE

Jay Road 4-H Annual Fruit Sale is taking place. Oranges and grapefruit of various kinds are available. Contact Brenda Mueller at 285-3406 or Sandy Hubing at 285-3528 before December 1st with delivery December 11th.

THE FAMILY COMMUNITY

CONNECTION

This Support Group is for family members and friends of anyone in the military who is about to serve, is serving, or who has served in Iraq or Afghanistan. The purpose of our group is to share hopes, fears, stories, concerns and joys and most all information about our loved ones.

FYI – SKUNK SCENT ENCOUNTERS . . .

Mix together the following: 1 quart of 3% hydrogen peroxide, 1/4 cup of baking soda (sodium bicarbonate), 1 teaspoon liquid soap (dish or laundry soap). When finished, discard remaining mixture. Skunk scent be gone!
