MEETING SCHEDULES

Belgium Village Board meets on the second Monday of the month. Agenda deadline is the Wednesday prior to the second Monday at 12 noon.

Plan Commission /Architectural Control Board meets on the fourth Tuesday of the month (excluding December’s Meeting which is third Tuesday). Agenda deadline is the third Monday at 12 noon and the second Monday in December only).

Any special Village Board or Plan Commission Meeting must be noticed 24 hours prior to the meeting. A payment is required for special meetings. Requests must be in writing. Both payment and written request must be presented at the time a meeting is requested.

Tree Board meets on the Third Monday of the month (excluding December which is the second Tuesday).

All meetings take place at the Belgium Village Hall, 195 Commerce Street. Absolutely NO exceptions to the

agenda deadline times!!!

ELECTION NOTES

Circle November 5th on your calendar and arrange time to vote at this very important General Election. Encourage your friends and neighbors to vote. Poll hours are 7 a.m.-8 p.m. for the Village of Belgium. Absentee voting is available to you if you will not be in the Village during the poll hours. Contact the Village Hall Office at 285-7931 for details.

REAL ESTATE AND PERSONAL PROPERTY TAX PAYMENT DEADLINE IS JANUARY 31, 2003. THE VILLAGE OF BELGIUM IS ALLOWED TO COLLECT THROUGH THAT DATE ONLY – NO EXCEPTIONS!

PLEASE PICK UP YOUR RECEIPT AT THE VILLAGE HALL IF YOU FAILED TO INCLUDE A STAMPED, SELF-ADDRESSED ENVELOPE.

UTILITY BILLS

Your third quarter utility bill is enclosed. If your sewer consumption is not the same as your water consumption, it is because this quarter’s bill is averaged for residential customers. This does not apply to any property with a deduct meter.

If you are unable to pay the full amount of your bill by the payment due date, you may divide your bill into thirds and pay one-third each month. Please make these payments at the Village Hall. Note* Interest is applied to utility bills not paid by the 20th of the month following the date mailed. If you have any arrears on your utility bill, they must be paid by November 1st or it will be placed on the property owner’s tax bill for collection. If payment is not received by November 1st, a 10% per utility penalty will be applied. Landlords are notified when tenants are delinquent on their utility bills. If you have any questions, please contact Village Hall at 285-7931.

In early 2003, we will be offering Electronic Funds Transfer for all residents. Residents that are paying partial payments will be required to use this method of payment. This system will not take any monies from your account in excess of your balance due or other than your term arrangements. You must sign up for this service. Additional information will be in the next newsletter.

VILLAGE HALL OFFICE HOURS

The Belgium Village Hall is open Monday through Friday between the hours of 8 a.m. to 4:30 p.m. ONLY. Although we may be in after hours, we are trying to finish projects and would appreciate your cooperation by taking care of your business during regular business hours. Thank you.

TREE BRANCHES AND LEAF COLLECTION

Branches should be placed at the curb with butt end towards the street. Branches will be picked up Monday only. No branches will be picked up after November 18th. The burn pile at the Wastewater Treatment Plant has been discontinued.

Leaves are to be placed at the curb for Monday and Friday pickups starting October 14th through November 15th. Please do not put leaves in the curb until after the weekend. Do not put leaves on catch basin grates.

WINTER PARKING/SNOW REMOVAL

Winter parking – no parking on Village Streets between November 15th to March 31st between the hours of 1:00 a.m. to 7:00 a.m. Violators will be ticketed.

Snow removal - it is against the law to blow snow into a public street.

Per Village Ordinance 6-2-5, snow and ice shall be removed from sidewalks within 24 hours from the time snow ceases to accumulate on the sidewalks. Sidewalks are to be kept clear of snow and ice to a minimum of 4 feet width.

The Village crew will not shovel out mailboxes unless we get a substantial amount of snow.

The Belgium Fire Department asks your cooperation with shoveling out hydrants adjacent to your property. Your assistance may help save your property in case of a fire.

INVITATION TO ALL SENIOR CITIZENS

All senior citizens are invited to come to the meal site located at the American Legion Hall, 655 Park Street, on Wednesdays at 11:00 a.m.. A donation is requested for the meal. Come and join the fun including a meal, cards and other activities. For additional information, call Kathy at the Ozaukee Aging Service (284-8120) or Ginny (284-3772).

ADOPT A FLOWER BED

Thank you to everyone who cared for the flower beds throughout the Village this summer. You did a great job in assisting to beautify the Village of Belgium!

NEW RESIDENT PACKETS

The Belgium Area Chamber of Commerce will deliver "Welcome to Belgium" packets to new residents. If you did not receive your packet, please contact Village Hall (285-7931).

ORDINANCE REMINDERS

A 11:00 p.m. curfew exists for minors under the age of 16 years. PARENTS WILL BE HELD RESPONSIBLE FOR VANDALISM THAT THEIR CHILDREN DO TO VILLAGE PROPERTY. Too many children and teenagers are on the street during inappropriate hours.

No hunting, discharging of firearms (including BB guns) and explosives are allowed within the Village of Belgium.

Weeds, as well as grasses over one foot high, must be cut. It is the property owner’s responsibility to cut weeds and tall grasses.

Unlicensed vehicles, appliances and junk are not allowed on Village properties and may not be placed at the curb for pick up.

Dogs are to be leashed. Owners are responsible to pick up dog feces on sidewalks, street right-of-ways, and Ozaukee Interurban Trail

RECYCLING NOTES

Yard waste (grass clippings, garden debris) – dispose of in proper container behind the Municipal Garage on Park Street. All yard waste must be dumped out of plastic bags and containers in the dumpster. Dispose of plastic bags in the garbage. Deposit all used drain oil in the receptacle. Do not place empty milk containers filled with oil around the container. You can also dispose of waste oil at the Ozaukee County Highway Department on Spring Street, Port Washington.

DO NOT drop off the following items at the Municipal

Garage:

Refrigerators, freezers, air conditioners – any appliance

with freon

Tires

Shingles

Tree trunks

Household hazardous waste, i.e. paint, gasoline

NO grass clippings are to be placed in or over catch basins or on the curb. The Village crew will not pick up grass clippings and/or yard waste.

REMEMBER to use clear bags for garbage and blue bags for recycling. Other colored bags may not be picked up by the garbage service. DO NOT USE BLACK BAGS PLEASE!

Ozaukee County has discontinued the Ozaukee County Household Hazardous Waste Collection Program as of August 31. Superior Special Services will collect from 8 a.m.-5 p.m. on Mondays in Port Washington for a fee. Service will not be available on Saturdays. For more information on disposal rates, call (800) 482-9919.

DOG LICENSES

Per Wisconsin law, all dogs within the Village of Belgium are required to be licensed. Licenses for the Year 2003 will be available in early December. A penalty exists for obtaining a license after April 1st.

TRICK OR TREAT/HALLOWEEN

Trick or Treat will take place on Sunday, October 27, 2002, between the hours of 4 – 7 p.m.

A party sponsored by Belgium Community Club for Village children ages 12 and under will take place at Community Park between 2:30 – 4:00 p.m.. If it rains, the party will take place at the Belgium Firehouse.

HARRINGTON BEACH EVENTS

 On Saturday, October 26th between 6-9 p.m. a Candle Light Walk will take place at Harrington Beach State Park. A best costume contest will take place at 7:30 p.m. in the lower parking lot. A pumpkin carving contest will take place with judging at 8 p.m. Call 285-3015 for further information.

Winter Ski and Hike events will be scheduled for January and February. Watch the newspapers for details and dates.

2003 State Park Stickers will be available approximately December 10th at the Harrington State Park Office. The costs is Resident $20, Resident additional vehicle $10, Non-Resident $30.00, Seniors $10.00. As the park is not staffed around the clock, please call 285-3015 to ensure someone is able to assist you.

Fall walks are breathtaking. Need a break? Plan a walk through Harrington Beach State Park.

HYDRANT FLUSHING

Hydrant flushing will take place between October 7-23. If your water turns brown from this process, please run your tap and the discoloration will disappear. The water is safe to use. Wash clothes at night during this period, if at all possible. Hydrant flushing will take place from the east side of the Village to the west side.

REMINDERS

Litter is becoming a problem in the Village. Please discard your litter in a waste receptacle.

Cats are running at large. Not every neighbor likes cats or animals. Please keep your animals on your property.

Bicycles must be in the bike racks in Village Parks.

FROM BELGIUM TO BELGIUM

Clerk-Treasurer Mueller is working the Consuls to Belgium and hopes to have some starting works of a Sister City relationship with Arlon, Providence of Luxembourg, Belgium, in the near future.

A brochure will be developed in English, Luxembourgish, Belgian French and Flemish to further encourage visitors to visit our area from both the North American continent and Europe.

HAPPY BIRTHDAY BELGIUM

The Village of Belgium is 80 years old in 2002. On September 5, 1922, according to a petition to incorporate submitted C. M. Davison, Circuit Judge of Ozaukee County, Wisconsin, parts of Sections 15, 16, 21, and 32 in Township 12 North, Range 22 East constituted the first legal boundary of the Village. The Incorporation Order filed on April 5, 1922, noted that the Village consisted of 360.18 acres. The petition was signed by J. B. Watry, L. B. Mayer, Mike J. Hubing, M. J. Reiter and Nic M. Bley. The first census of residents consisted of the following family head and their families: William Klein, Nick C. Mueller, Mike J. Hubing, William Feltes, John B. Watry, Peter Thomas, Philip J. Kraus, John Cole, George Binsfield, L. B. Mayer, N. J. Dwyer, Will Roever, Jac Theisen, John B, Dondlinger, Nic Hubing, Eugene F. Antoine, Edward Hamm, Conrad J. Hames, John L. Feiereisen, George Demge, Frank Croatt, Mike Demge, Nic Demge, George Krier, Nic Shcmidt, Nicholas Reiter, John E, Reiter, Charles J. Knowles, Theodore Weiler, William May, Anna Krier, Nic E. Tholl, Alfred Croatt, August Johann, Arthur Sundberg, Henry Krier, William Plier, Fred Krier, Emil Demge, Mike Krier, John B. The original posting places consisted of Belgium Wisconsin Post Office, Demge Brothers General Store, Louis Pierron Buffet and Edward Hamm Confectionery.

The first election took place on October 2, 1922, for the incorporation of the Village of Belgium. The vote was 120 for and 72 against.

The first meeting of the Village Board took place on November 14, 1922. The first Village Board consisted of Mike Krier, J. B. Mayer, and Nic Reiter until an election took place. John Weiler was elected as a supervisor and constable. Frank Bley and Alfred Antoine served as assistant constables. Wm. F. Schanen was the first attorney for the Village of Belgium. The first Village Clerk was John E. Reiter. The first Board of Health consisted of Conrad Hames and John Reiter. John Croatt served as the first assessor. Conrad J. Hames was the Justice of the Peace and Village President. Nic C. Mueller was the Treasurer. John B. Donglinger was the first assessor.

BELGIUM FIRE DEPARTMENT OPEN HOUSE The Belgium Fire Department will host an Open House on Sunday, October 6th for Fire Prevention Week which is honored October 6-13. The Open House will be held between 11 a.m.-1 p.m. at 195 Commerce Street. Fire trucks will be on display, demonstrations on extinguishing grease fires will be given as well as a blood pressure clinic. Other demonstrations and events will also be hosted. See you there!

VILLAGE TRUSTEE ROBERT "Bob" ROTHMAN DIES

died on Saturday, September

14, 2002, at St. Mary’s Hospital

Ozaukee from cancer.

Bob had served as a Village

Trustee since April, 1986 to

present. He also served as

President of the Belgium Fire Department for 27 years. He was a caring individual and took his positions in government very seriously and represented his constituency very well.

Robert "Bob" Rothman will be truly missed. Good job well done, our friend.

The Village Board has the option to appoint a replacement for Mr. Rothman to complete his Village Trustee term or not to reappoint a replacement until election. At the writing of this newsletter no determination has been made by the Village Board.

MAILBOX UNIFORMITY

Concern has been expressed about mailboxes on Village streets. At up-coming Village Board meetings this topic will be discussed.

BELGIUM’S FIRST CHRISTMAS PARADE

The Belgium Community Club and the Belgium Area Chamber of Commerce are sponsoring the Village of Belgium’s first Annual Christmas Parade. It will start 5 p.m. on Sunday, December 1st and is entitled "It’s a Jingle Bell Christmas" . Following the parade there will be a bon fire, visit with Santa, and non-alcoholic refreshments available at Community Park. For further information, contact Patrick Wester at 285-7158. There will be no Christmas Decorating Contest this year.

OZAUKEE COMMUNITY HEALTH CLINIC

St. Mary’s Hospital – Ozaukee, 13111 N. Port Washington Road, Mequon, WI, offers an "Adult Free Clinic" at the Seton Professional Building on Wednesday evenings starting at 5 p.m. This service is for the non-insured or underinsured person. To make an appointment, please call (262) 243-7381 between 8 a.m. and 4 p.m. Walk-in patients are welcome. Development of this Free Clinic was at a result of the Ozaukee Health Initiative.

FLU SHOTS

Flu and Pneumonia shots will be given at the Senior Meal Sites for senior citizens and people of high risk the first two weeks of October provided the vaccine is received by the Ozaukee County Health Department. The schedule for northern Ozaukee County is as follows: Saukville, St. Peter’s Church, October 15th between the hours of 9 a.m.-1 p.m.; Belgium, American Legion Clubhouse, October 16th between the hours of 9 a.m.-12 noon; Port Washington, Senior Citizens Meal Site, October 18th, between the hours of 9 a.m.-1 p.m. Cost of the shots are $15.00 for flu and $20.00 for pneumonia. Additional dates and locations for flu and pneumonia shots will be available. Watch the newspaper for details. OZAUKEE INTERURBAN TRAIL

Everyone is reminded that all motorized vehicles, snowmobiles, four-wheelers, etc. are not allowed on the Ozaukee Interurban Trail. Winter walkers, cross country skiers and other forms of non-motorized activities are welcomed.
